Howard Milstein Presents the 2026 John Zuccotti Award to Katherine Garcia, Executive Director of the Port Authority of New York and New Jersey

On May 1, 2026, Howard Milstein presented Katherine Garcia, Executive Director of the Port Authority of New York and New Jersey, with the John Zuccotti Award, at the annual Regional Plan Association (RPA) event. This, in recognition of Ms. Garcia’s long and distinguished career of service and dedication to the city of New York and the tri-state area. In his introduction, Howard recognized Ms. Garcia as a leader of the 21st century and commended Ms. Garcia for shaping the region through systems, services and effective execution; and, with her leadership and operational know-how, greatly improved the functioning of the many agencies she has led.

The Zuccotti award is the Regional Plan Association’s highest award for leadership in the region and recognizes a leader who has made extraordinary contributions to the built environment of the tri-state metropolitan region. John Zuccotti was a long-serving member of the RPA Board of Directors and Executive Committee.

Howard Milstein was a long-serving member of the RPA Board of Directors and currently chairs the RPA’s Committee on Critical Infrastructure.
